elogocontest

Elogocontest is a smaller logo design contest site that openly refers to it's offerings as 'contests'.
At present, their site claims to have 1,816 logo designers who have submitted 41,815 designs into 648 contests. Contests run for a maximum of 10 days. Contest holders have up to 14 days after contest close to select a winner, though they are not obliged to do so. Elogocontest does not escrow money, but offers optional "pre-paid" contests where a winning entry is "guaranteed" and "must" be selected. Guaranteed contests are promoted as a way for contest holders to attract more, and better, designers to their contests.

Elogocontest charges contest holders a $29.95 listing fee.

"Once you have paid the $29 fee to start your logo contest, your contest is live and posted to all of the registered logo designers."

Elogocontest collects 10% of winning designer's contest earnings.

"If the contest holder selects you as the winner we will then attempt to collect the prize money... Once you have uploaded the completed logo to the Contest Holder we will then credit the full amount of the prize money, minus a 10% admin fee to your account."

According to elogocontest's FAQ, contest holders are not obliged to pick a winner:

"The contest holder is strongly advised to pick a winner and award the prize for their contest, but if none of the submitted logos is what they are looking for they do not have to pick a winner long as they provide each entry with a rating and feedback as to why they did not pick it."

According to their contest holder guidelines "Not picking a winner is not cool"

"Even though you technically don't have to pick a winner for your contest if none of the designs meet your expectations, we strongly recommend that you do. The prize amount versus the amount of work that is done per contest is very reasonable, and by selecting a winner and paying the prize for your contest you are showing your appreciation for all of the hard work that has been done for you."
